Biography:
Dr Winslow is a senior consultant psychiatrist specialised in general adult psychiatry and addiction psychiatry. He was previously the head of addiction psychiatry in Institute of Mental health Singapore. He has done several forensic assessments for cases facing the death penalty for drug trafficking and has given evidence in court as an expert witness on numerous occasions especially with regard to dual diagnosis. He has presented and given talks at several international conferences .
This symposium explores the impact of evolving social norms and law reform on forensic practice in Singapore, focusing on drug trafficking cases who faced the death penalty and their legal battles which involved psychiatric evidence. It showcases how changing societal attitudes toward mental health prompted legal reforms, granting greater sentencing discretion. Three cases will be presented in detail which will be preceded by a lawyer who will present about legal principles in drug trafficking offences facing the death penalty. SKM's case highlights the importance of intellectual capacity by showing the dangers of induced confessions during the statement taking process by law enforcement. JP’s case grapples with the complex relationship between drug use and mental illness, questioning which mental disorders should be considered an inherent mental condition. Finally, WP's case demonstrates the combined impact of low intellect, injury, and depression in diminishing culpability. Through these cases, a panel of 2 psychiatrists, 2 psychologists, and a defense lawyer will examine how the judiciary is integrating psychiatric evidence for just outcomes amid societal shifts. It will also highlight ongoing challenges in managing drug related cases in view of pushback from segments of society which still condemn drug offenders.
